I am a web professional and do a podcast on accessibility (Web Axe). What I have to say is that with the advances of CSS and non-obstrusive javascript (and XHTML), the opportunity is better than ever to make a fully accessible AND usable web site. Yes it can be done. A long menu in ordered list format can be made to look beautiful (see www.chevrolet.com). By the way, in my opinion using frames is taking a step backwards.
