I think Joe Clark is on to something here. Now, I don't know about the relation to drug abuse because I have never trekked down that path... but I can really relate to the HR people who do not know what they are looking for.

I really have to laugh when I see a job posting for a "web designer" only to see the details include the skills of not only logo design, layout, color theory and branding, but also web developer tasks such as JavaScript, HTML, CSS, DOM, and even more so, web programming skills like Perl, ASP, SQL, Oracle and Java.

When was the last time you saw a traditional skilled painter that knew how to decipher 128-bit encryption within 5 seconds in their head?

The days of the "Webmaster" are long since dead... people, it's time to start post realistic job offers and give some realistic expectations of what a single web designer or developer can do within a given day.
